CTO, Co-Founder


Mr. Carper is a system engineer and software architect with over 25 years of experience. He holds patents in the smart card and embedded systems fields and led the development and patent of his company's proprietary smart card and embedded operating system, SmarTEC OS


Mr. Carper led the engineering team that developed a biometric smart card. The SmarTEC OS was integrated with the Biometric SmartPen product developed by LCI. A version of GSM for Bull was developed on the SmarTEC OS. Additionally, PBOC, VisaCash, and EMV were developed for the China, South America, and European financial markets, respectively.


He served as CTO and Founder of CrypTEC Systems, Inc., where he designed and marketed a smartcard operating system and smart card applications. CrypTEC delivered Cash Cards to NETS in Singapore, partnered with NTT Docomo to deliver a smart card based loyalty system In Tokamachi, Japan, and was a member of the selected supplier for the Malaysia Multi Purpose Smart Card project providing banking and identity security.


Mr. Carper founded TEC Solutions in 1992 and has provided services to many companies in the Silicon Valley and around the world – including Apple, HP, TRW, Citibank, National Semiconductor, Phoenix Technologies, SST. TEC Solutions focuses on Security technologies which typically include biometrics and cryptography.


He also speaks at various conferences and law enforcement gatherings throughout the world, including, Cartes in Paris, France; Cards Asia in Singapore; CTIN in Seattle Washington.
